It was Penn Central’s predecessor NYC that first developed this design of 70 ton hoppers that proved so popular with so many railroads. Penn Central applied this interesting lettering arrangement to a group of hoppers assigned for loading at an iron mine in New York. Conrail inherited these cars and the business from the mine in April of 1976.
