The Milwaukee Road built many of their own cabooses, including these distinctive transfer cabooses by using the frames from old steam tenders.  These types of cabooses were used for local freights and dropping off and picking up cars at various industries. They did not have sleeping accommodations and generally were equipped with only the essentials to get the job done.
