The 1500 horsepower EMD FP7 was built between 1949 and 1953. It was a lengthened F7 freight locomotive, with four extra feet for water storage and a steam generator. With these additions, the FP7 could serve as both a freight and passenger locomotive. Several railroads ran this unit over the EMD passenger locomotive of the time, the E7, because of its superior performance in mountainous terrain.
