In order to combat rising competition, Japan National Railways (JNR) developed the 117 series of commuter cars in 1979.
117 series cars are equipped with 2 doors on each side of the vehicles and are equipped with switchable cross seating.
The 117 series provides the same comfortable accomodations as inner-city services provided by privately owned reilwasy.
